the following you wrote

 setInitFunc("Randomize_Weights", -1, 1)

By appointing the values from the limit interval you have to write the greatest value at first and after this the smalles value! Like:
 setInitFunc("Randomize_Weights", 1, -1)

You can verify this by looking at SNNSv4.1-manual, page 229.
